JONESBORO — Fred Barnett, who has done concrete work for the city of Jonesboro for years, may face contempt proceedings in Craighead County Circuit Court, a state official said Friday. “Where Fred Barnett goes, trouble seems to follow," Gregory L. Crow, general counsel for the Arkansas Contractors Licensing Board, said Friday. Barnett's company, Barnett-Willett Concrete LLC, was a subcontractor for Morris-Kidd LLC on concrete work to bring the city's sidewalks into compliance with the Americans with Disabilities Act. After questions were raised about the subcontractor, Morris-Kidd's owners notified Mayor Doug Formon this week that it would sever ties with Barnett's firm. The Arkansas Contractors Licensing Board sought an injunction to prevent Barnett from working without a license in April 2002, following “Ditchgate," a botched project involving ditches lined with concrete.
