The Indiana Toll Road Concession Co. is expanding Interstate 90 in Gary from two to three lanes in both directions. When road construction begins in spring 2008, the speed limit will be lowered and traffic will be directed into a truck and a car lane, one of them on the shoulder of the road. The project is scheduled for completion by December 2010. A company spokesman said commuters will not feel much difference during construction. "We're going to maintain two lanes of traffic east- and westbound throughout the project," ITR spokesman Matt Pierce said. Work has begun on moving utilities and railroads around the structure, Pierce said. Shortly, BP America will start moving a 1,100-foot-long, 12-inch diameter pipeline east of Virginia Street and west of Tennessee Street.
